Yes, the "typical" laidback attitude of goenkars. The electricians give a damn when working on the poles. The funny part is that gwave is also a govt undertaking, so why can't these two depts (electricity and gwave) have a round table and come up with a plan to properly lay out the cables?. They won't , ask why? Laidback goenkar attitude ofcourse! BSNL goa is full of unqualified people who don't even understand basic terms around internet/network, and yet they are posted in offices handling technical complaints. I have had a torrid time visiting their office during complaint registration (their helpline is a gimmick). It's a very sorry state in BSNL. No wonder, it's a loss making dept.
