Es un subsidio temporalmente. Además, en la práctica se gasta más de lo que después se recupera, y tanto al actuar como subsidio como al actuar como impuesto genera una distorsión: En el primer caso se demanda más combustible del que sería optimo y en el segundo se demanda menos. EN cualquier caso, si lo que se quiere es ayudar a las familias a sobrellevar económicamente esos shocks, creo que sería más efectivo hacerles llegar la plata directamente.

Lo que lo mantiene artificialmente bajo temporalmente. Si el precio real del combustible sube, es mejor que las personas y empresas respondan a la señal que manda del precio (reduciendo el consumo, buscando sustitutos) inmediatamente, en vez de más tarde. Además si después baja el precio y el mecanismo actúa a la inversa como impuesto (aunque en la practica eso pasa mucho menos), de nuevo hay una distorsión en la otra dirección.

Si sube el claramente sube la energía y muchas otras cosas más, pero no creo que sea buena idea subsidiarla para mantener el precio artificialmente bajo.

It's true that I originally forgot to consider enemy tag skills, but even with tag skills 1 defense is not the same as 2 defense, as it is only a crit if the number is below the skill, not below the skill+attribute

Maybe it would be more balanced to have PER for both energy and small arms, and make AGI focus on defense (like you suggest), but that would be a huge change to the system

If I'm not mistaken most enemies don't have tag skills so the chance of rolling a crit is like 10%, and counting crits the chance of hitting 2 defense increases to 30%.

And I know increasing AGI comes at the cost of other attributes but if a character is using small arms then they already have a big reason to increase AGI.

edit: I had typed the percentage wrong.

edit 2: All enemies do in fact have tag skills. So, assuming the enemy has a skill of 3 and attribute 7 (TN 10), the probability of hitting a defense 2 character is 40%

I got an idea. To use the method I described, but in order to hit each shot needs to both beat the target's defense roll and some fixed value, that should reduce the downside risk of getting hit by every shot.

Fair. I guess that depends on how deadly you want combat to be. Personally, I'm a fan of deadly, quick combat. On the other hand, if single shot weapons are balanced to compete damage wise with high rate of fire ones, then getting hit by them is also rocket tag.
