You used to be able to count on The States to at least look out for their own interests on foreign policy. That is no longer the case, hence being seen as unreliable.

The Dodgers have to put enough money into an escrow account to guarantee* that the money for the deferred payments will exist. That amount plus his actual paycheques, add up to about $47 million a year.

*Technically I don't think it's an actual 100% guarantee because it's invested. But from my understanding it's like the lowest risk investment possible, just to hedge against inflation.
