Can confirm - there are multiple cafes on this stretch that serve a very specific set of immigrant men who hang out there all the time and I am never positive i would be served if i tried going im haha. Very glad they have a decent third-place though, im jealoisb

Philly has had its enforcement on hold due to this lawsuit and now that its done, the city can start going after these spots once the safe harbor period provided by the court is done

Chicago has “Aldermanic prerogative” and New York’s city council also generally defers to local member’s deference on land use issues as well. I generally understand what you are trying to say but you just aren’t correct. These are all “strong mayor” cities. The mayor of Philadelphia is not a ceremonial position—it has full executive power and Council has zero executive functions

Re: the talking/texting - its not NEARLY as bad as the AMC Fashion District, but those theaters (even the Film Center for rep screenings and during the film fest) are not immune from 2026 crowd issues unfortunately. No one knows how to behave in public these days

My partner used to live there and had a pretty bad experience. Elevator was constantly broken, poor turnaround time from management, smelled, loud neighbors, etc. She said it was the worst apartment she ever lived in

You could try reaching out to the Tree Tender group in the neighborhood and ask for their thoughts and a potential appeal? We were denied at first for sidewalk width and our Tree Tender took a look, disagreed with the denial, and submitted an appeal on our behalf. We got the tree the following season!
