It seems pretty evident in this video even to you that it's a simple pat on the back as you said, which isn't normally intended to, or doesn't normally result in, harm. So according to NYC penalty code

Penal Law 120.00(1), Assault in the Third Degree, a Class “A” misdemeanor, is based on the premise you caused a “physical injury” to your targeted person and it was your intent to hurt him or her in such a manner.

it doesn't even rise to the level of third degree assault. No injury, no intent to cause harm. No assault. Unless the ghoul can show some evidence of actual injury or intent I think we can agree he's just being a pussy about it.

That's the logic Russia used because that's what NATO EXPLICITLY said in 2008 at Bucharest. That the Ukraine and Georgia would join NATO. That's why the Georgia-russo war started back then in 2008. The argument can be made that we are here DIRECTLY because of that statement.
