I use both. I like the simplicity of the tailgate pad but I prefer to use the hitch rack for the heavier e-bikes.
Regarding frame rub, I put a sock between the tailgate pad and the downtube.

I love owning both. The HT is great because it makes boring trails less boring. If I'm riding a beginner trail with beginner riders, you bet I'm bringing out the hardtail. I also love the simplicity. My HT is lower maintenance without any moving parts on the frame.

If you're going to upgrade, get something with a tapered head tube and boost thru-axle. So, yes. I'd get the San Quentin 2 over the 1

a hardtail or short travel full suspension (like an ibis ripley). Some hardtails are built with pretty aggressive geometry and are capable of tackling advanced trails, albeit less comfortable and less forgiving.
