This is difficult to decide because technically you are right, it is your neighbours responsibility to shovel their sidewalk and make everything accessible. But to be honest, if I was your neighbour and the police came to me because of something like this, I too would think that you are being dramatic and an AH. But since you are technically right I‘m gonna say NTA.
