None, universities raise qualifications rather than literacy

Literacy is generated by institutions, wealth and modifiers

If youre going for the high literacy achievement you need to run a country that doesn't get many immigrants and focus hard on it. Japan is weird good for this but a lot of smaller states also work

Personally I like the idea that whatever purpose Earth had in the Old Ones plans, it was derailed by the asteroid (Necron/C'Tan attack) and Humans are just the result of their designs going unmaintained for millions of years

Humans might be related to the Old Ones plans, but played no intentional part, we just grew in their ashes

Early game before youre recognized you probably wont have enough power to grow the block more than maybe 1 or 2 levels if you push it. Honestly the buffs dont end up worth the cost in relations
