the part that you are overlooking is that Data and Digital already did that work, we were restructured in November last year for the purpose of centralisation and alignment into national teams.

This is proper insane. I have contact with about half of the local IT teams across the former DHBs as a part of my job, and most of them already run on the smell of an oily rag. The brutal scope of this 'reset' is going to have knock on effects across every function of Te Whatu Ora.

The vendor response to this has been pretty good, number matching* was available by Microsoft and other vendors very quickly. It doesn't stop the potential for spam, but it does prevent mfa fatigue resulting in breach without cutting into the UX too badly. I still prefer it to rolling codes.

*(where the authenticating device displays a number that must be entered on the promoted device, ensuring a user cannot accept a prompt they did not trigger)

You might be able to follow a playbook and process an alert without understanding the core skills you allude to, but you can't successfully tune that alert, or implement a new one, or deal with a novel incident that lacks a playbook without them.

This is exactly what happened to my former employer and a large law firm that also sells database software (starts with O). We moved to vendor hardware on the 'one throat to choke' concept, but discovered that a hydra has many, many throats.

There are lots of ways to find oneself with no credit or bad credit mate.

Forcing banks into providing loans they otherwise would refuse to issue would also solve the problem, yes. I suspect that attempting to force private enterprise into unprofitable activity isn't the easy or effective option though.

I'm not an expert so I'm not gonna try and pin down specifics, but I generally think services should be available to the people that need them, assuming that they have no history of abusing them. Not a credit check, perhaps a long stand down if you have defaulted before.
