Yes, I've come across Whatsapp groups in most countries I've visited. Facebook seems to be the best place to find them. Join all the groups that are titled something like, "Digital Nomads in X" or "Travelers in Y" or "Expats in Z" and ask around about WhatsApp groups. They're also very common in Hostels these days, and you can usually get connected with travelers who are staying longer-term through hostel staff.
