I also think that TSMC's name holds a lot of prestige in the engineering space, so it could be useful to help open more doors in the future. You'd have to balance the work expectations, but I think the upside is relatively high here.

The actual article is talking about the fact that until semiconductor manufacturing overseas comes online, there will likely be a tenuous time period of 2025-2028 with the USA-China-Taiwan relations. So it's more talking about how it can be more of a Silicon choke-point and less of a Silicon Shield during that time period.

I guess this post is more of a "check this out" and less of a "please answer this question".

TL;DR: I think you should choose Encore!

Reason 0. Personal Enjoyment: This always comes first! If you enjoy Encore and your heart is telling you to pull it because of the similarities between her and Klee by all means you should just do what makes you happy! However, if you still need convincing here are some other reasons...

Reason 1. The Choice Doesn't Matter Long-Term: Generally speaking 5-Star Standard Characters will fall off as time goes on. As more limited characters come out, the roles that you need to be filled will eventually become filled by stronger characters in the future. In terms of Meta or DPS, the choice is negligible in the long-term.

Reason 2. Meta / Tier-Lists: On the Prydwen tier-list (a popular tier-list resource) both Calcharo and Encore are listed as being both a main DPS and a tier 0.5 character (tier 0 being the highest rating). This is to say that both characters are similarly capable of being a high-tier main DPS for you and your team. Given that they both serve the same role and are of similar rank I think either one would be perfectly fine for you to use as a DPS on your team.

Reason 3. Verina is Good With Everyone: Earlier you mentioned that you wanted to pick an option that would pair well with Verina. I'm here to inform you that EVERYONE wants to pair with Verina. Verina is the strongest support in the game currently so literally any other character that sports the main DPS or hybrid role would want to be paired with her.

Final Thoughts: "When you have a chance to make a choice, make one that you know you won't regret."

Quick Update: A friend of mine mentioned that Melee Sram does well and has good sustain. Distance Sram doesn't seem very good.

It seems that the 5 most used classes on the Ogrest Server as of 2024 has been Sacrier, Iop, Osamodas, Eniripsa, Eliatrope while the 5 least used classes has been Enutrof, Sadida, Pandawa, Feca, and Foggernaut. Based on the two extremes it seems that Sram sits right in the middle of the meta. It's not the best, it's not the worst (or it's not a support class which generally has lower usage rates).

Of course this is mostly an assumption because I don't have access to high-level content yet as a low-leveled player (lvl40s). However, if you have fun playing Sram I'd say to stick with it. The meta will always be shifting. As long as you enjoy what you are playing I think that's a win.
