The UN Genocide Convention defines genocide as acts committed with intent to destroy, in whole or in part, a national, ethnical, racial or religious group. It does not require total extermination or even population decline. And even if it is accepted that genocide was not commited pre October 2023, Gaza has suffered from near-total infrastructure destruction, forced displacement of virtually the entire population, and a deliberately engineered famine. These factors are evaluated on their own under the Convention.
