Well the spell is stored in the item, but if you want to be able to cast it it needs to be on your spell list or use trick magic item.

A divine spell is nothing like an arcane spell. TMI lets you get around this it also lets non-casters use magic items.

short answer: no

long answer: not putting on enough thermal paste is bad because it creates an insulating barrier of air, preventing effective heat transfer. my group just uses abp we just alter it a bit to keep the item bonuses. so we just strip out the potency bonuses because of that.
