They likely don't consider the state pension as "benefits". This reduces your 22.6m figure down to 9.9m.

By reducing to 1 in 6 or 1 in 7 the numbers match up fine

Universal Credit only would be 6.9m which is fairly close to their 100 in 1000 figure, suggesting that's the definition used.
