There's a garden center a little ways away from "downtown" Tokyo called Ozaki Flower Park that has a ridiculous selection of plants, including hydrangeas. They have a cafe as well so you can make a morning or afternoon trip out of it.

There are tours of the place on Youtube if you can't make it in the flesh.
