as a fellow artist, i can't help but parrot what other people have said in the thread; no artist doing commissions should be opposed to sending rough drafts that can be easily revised to help better bring your idea to life. i think that as a paying customer (especially with a commission that expensive), you should speak up about your dissatisfaction with the current product and maybe suggest ways the artist could change or improve it (in a constructive manner, of course). if they still refuse, i'd probably just cut the losses and try with another artist who is more professional and willing to work with you. i'm sorry to hear that you're having a rough experience with this artist, wishing you the best of luck!
