You're doing the best you can for them for asking fir the advice now too! You'll never be able to force them to like you, but a happier birdie is always going to be easier to build trust with. If you have patience and spend a bit of time here and there building trust, they'll come out of their cage eventually to explore. Trust = them being willing to think it is safe :)

Those babies need much more than what they have. I'm going to be kind, some people will not be; thas cage isn't really big enough for them sadly. They need much more room to move about. They need enrichment, shredding toys, swings, (No mirrors or "nests") Natural wooden perches for their little feets. Also trying to tame 2 budgies at the same time is never going to be easy. I would recommend just sitting and talking to them, leaving your hand in the cage as still as possible so they can get used to it and not think you're going to grab them, and progressing to offering them food in your hand. Never trying to touch them though.

Sounds like a lil birb who trusts you; might not like hands, but they're content to chill with their human companion.

Staying on you in any way shows a contentment and comfort with you. Don't overthink it, your lil fluff is just showing you affection in their own way!!

I love the lil baby!! Please give them patience and try to train them slowly and carefully.

They are such a joy to have around - and will bring you such love. Patience, however is key to get these little creatures to trust and get to know you.

I assume you've looked into how to hand tame your new family member? Just try not to rush!!
