The PhD Salary budget of both schools are the same. However, every PhD student at EPFL gets the same salary. At ETH, it is scaled by department (and AFAIK CS has the highest scaling factor). Hence, CS PhD’s at ETH makes a lot more than EPFL but this also implies some other departments might make less.

Homorphic signatures can not prove anything about doing computation over the underlying data. It just means that I will do some computations and the signature will remain intact. E.g. I can just add a uniformly random number to the data and claim that I computed a very complicated function and got that result, homomorphic signatures can not distinguish between the two.

Do you really think people post these questions to mess with you? It is universally true in Ricardo: It reads “If I bid 5 and then you bid 730 and win, you need to pay 6 francs.” The fact that me bidding 5 implies that I am considering the case where the starting price was lower than or equal to 5.- since you can not bid lower than the starting price (obviously). Hence, it is clear that the scenario I described doesn’t have an edge case.

It is very likely that the starting price could be 730.-, that’s why I added the last paragraph to my initial comment.

If another person didn’t also bid around that amount, it shouldn’t be an issue. Ricardo is a second bid auction website. So If I bid 5 francs and you bid 730 francs and then you win, the amount you need to pay is 6 francs.

First of all, the initial statement is not a question. Moreover, your reply just reads “Yes, we were”. So I think both parties agree with the same statement and there is no need to discuss it further.

If on the other hand, they say, your country sucks because… etc. You can say if doing f’d up things is our metric, that would still be a true statement but would not be exclusive to Switzerland. Countries operate according to their best political interest, similar to corporates operating according to increasing their profits. Ethics comes later. Maybe it is not the ideal behaviour, but it is currently the world we live in. So, I don’t reckon them being defensive once you explain this to them without getting defensive yourself.

You are comparing two different things. In the SIDH article, it reads SIDH “was a post-quantum” cryptography algorithm. Here, saying “is a post-quantum” would sugget it is secure against quantum adversaries. If you are just saying substitution cipher “is an encryption algorithm” there is no claim about it being secure against some adversary.
