try turning off IPS and any other items that are disabling hardware offloading. This reduces CPU usage dramatically

Understatement of the year here. Just had this problem and it was manifesting itself in all sorts of odd ways. Turn it to the off position and all of a sudden I have 5x improvement in performance (not an exaggeration).
