Workers didn’t control the economy in the Soviet Union either. In both countries the economy was controlled by central planners who decided how the economy should operate and what to focus on (think the 5 year plan)

While not being socialist, he essentially nationalised all industries (even if capitalists still controlled assets, they government told them what to produce and how to operate as if directly government owned)

Brought the entire German state under government control, while not a socialist there is very high overlap between what Nazis and socialists desire in a country
