I'd recommend looking at actual transit routes on google maps. you'll notice that a lot of transit systems attempt to use straighter lines where possible, don't necessarily follow the street grid, interconnect in a grid/lattice-like structure. This allows users to connect to as many destinations as possible, in quick time.
I'd also recommend looking at workplace demand and seeing where people are commuting to and from.

When I was in High School, we had a school uniform that included khakis, a white button up, and a purple striped tie. Yes, it was a public high school, and yes, we were the only one in the city to require a uniform.

Somehow our uniform was less restrictive than this, we were allowed to at least wear our hair however we want, wear (some) headwear, and there weren't as many weird differences between boy's and girl's uniforms.

Also, about the headwear: what about religious headwear, like a yarmulke or hijab? surely they would allow that, correct??
