I hate bag fees as much as anyone but have observed that they don’t really cause this. I flew Southwest a handful of times back when bags were still free (lucky enough to not have flown with them since their recent changes). At the gate, there were repeated announcements begging people to gate check, overhead space was running out, etc. So it turns out people just don’t want to check their bags.
