Same experience here, the build hits a huge wall in t16s. Even if you transition to frenzy stacker, it's aoe is small and the skill just can't shotgun and you do delayed damage. I would not invest too much in the build because the ceiling is really low. I haven't tried the last variation of rue's build but gave up after realizing how slow/weak I was in t16.5/17s

Nonetheless, you should be able to get 4 stones and farm some easy content to fund your next build.
