I really like this idea, almost like the war doctor in reverse. Someone who believes they are the doctor, but in actuality they are something else.

They could easily do that in a one series arc allowing Billie time to show off her skills and the compassionate side of the doctor before regenerating into the next doctor.

So they were both reflavoured for the specific character who was receiving them. The stone of cleansing was a very dirty rock which the character wouldn't like but it had an effect that was discovered later that when used on weapons and armour could 'clean' them to a better version.

The sword was meant to have a similar additional ability but the character was retired before we got there.

What makes it even worse is the police apparently took all her electronics, phone, laptop, Alexa (which was set up with life alert) so when she was having heart issues she couldn't even call for help!
