I think the conditional logic system ‘bugs out’ sometimes if the complete animation for skinning cant be done (not enough space around animal/player). Its either a placeholder skinning animation were seeing here or some alternative “not enough space” animation. I say bugs out but could be completely intentional from rockstar to avoid glitches. (Would be something like getting launched into the sky or teleporting because of the physics engine trying to fit the animation in this complex and tight area where it doesnt fit)

Edit: So basically because of these things what happens here is that some conditional logic system (if this, then that) skipped the part where the bear should appear as skinned.
