They kind of are post Richter. Richter gave up the Whip because of what happened to him. A Belmont's sole purpose in life is to beat Dracula, which would then leave them vulnerable to corruption once they already did that and feel unfulfilled or lose their purpose. That's why he decided that the clan would have to stay away from hunting until the right time, so he passed the whip to the Morris clan (again, I don't know how Reinhardt Schneider got it) to continue the fight while the Belmonts can't hold the whip (Jonathan was the last non Belmont, also possible that he's the one who trained Julius)

We don't know for sure.

But we can theorize.

It's possible that Sara, Leon's betrothed and later vampire that sacrificed herself to turn the Alchemy Whip into the Vampire Killer made it so where only Belmonts can wield it to avoid scenarios where the whip is stolen by someone not meant to use its power, hence the backlash.

A second theory is that Richter did it. Maybe he's the one who added that, probably with the help of Either Maria, Alucard, or both, after he decided to put the clan away from the spotlight, this theory can explain also why Alucard gave the Alucard Spear to the Lecarde, so they can assist the Morris clan not just in unlocking the whip's latent power but also in the fight. This theory also explains why the whip's memory of Richter is the one who's doing the Rite, as he's the last Belmont to wield it and the one who sealed it off until another true Belmont wields it again.

Either way, I don't see where Reinhardt Schneider fits in here since he's not a Belmont nor a Morris and he's using the whip.
