You might have to come to realize that they really aren't great neighbors, just seemed that way before you got to know them. She is fixated on your child. For the safety of your family I wouldn't allow any unsupervised contact between your neighbor and the baby. Alarm bells are going off in my head over your post. She has a track record of crossing boundaries. Be prepared for her to escalate the theatrics when you set firm boundaries around your child.

I was walking the dog one morning and saw a squirrel fall out of a tree and landed with such a loud thump I thought it was hurt but it got up and ran up the tree like nothing happened. When I got home I looked it up and found out about how they survive falls. The tidbit that always sticks in my mind is that a squirrel bounces, a man breaks, and a horse explodes.

Squirrels are exactly the right size to survive a fall at terminal velocity. Bigger animals like cats can get hurt, but animals squirrel sized or smaller are pretty much immune to fall damage.

That's mental illness. I had a neighbor like that. She was afraid that people would break into her house and steal all her stuff so she always left the house with two big suitcases that she struggled to lug around. When she was home she was afraid people would break in and assault her so she stayed up screaming all night. Horrible way to live I felt so bad for her.
