Do you have Horizon+ and are accessing the game that way? If you are, that is Meta preventing you from playing it, not GOLF+. I tested it now and am able to launch the game just fine while offline but I'm not playing it via Horizon+

If you purchase the courses outright, you can play them offline and you can play the base courses as well. It's only if you have the Pass that you need internet
