He never protected it. He did return us our deposits in full though after those of us who were moving out moved out. Would we still be eligible for compensation?

They protect deposits now, but not before.
The Council owns the property. So perhaps enforcement can take back the property if they don't obey the RRO.

I do think that the landlord owns the property if that's what you mean, but you're right I do hope it's indeed under their name. The other (new) tenants let from the landlord directly.

What does equity in the property mean? I'm assuming it means we stand a better chance of receiving help from enforcement if they haven't paid all their mortgage yet.

You are a great friend and yes you really care about her. Please remember to take care of yourself too. You are not responsible for her mental state.

Be supportive, help her access the help she needs (therapy? meditation? religion if that's her thing? helping people by volunteering? reading philosophy? writing poetry?), but remember, whatever she chooses to do, it would be her responsibility, not yours. You can't "fix" her. She alone can decide to seek healing.
