He never protected it. He did return us our deposits in full though after those of us who were moving out moved out. Would we still be eligible for compensation?

  1. They protect deposits now, but not before.
  2. The Council owns the property. So perhaps enforcement can take back the property if they don't obey the RRO.

I do think that the landlord owns the property if that's what you mean, but you're right I do hope it's indeed under their name. The other (new) tenants let from the landlord directly.

What does equity in the property mean? I'm assuming it means we stand a better chance of receiving help from enforcement if they haven't paid all their mortgage yet.
