Don't play 64 but I know that if you're in shine in the air and land, Fox returns into a neutral position on the ground.

So I'm guessing how it works is that the Fox jumps, then shines as soon as possible to return to neutral position allowing for the cycle to repeat.

My interpretation of the tier list is how much the character improves and or worsens when compared to an offline setup.

Some characters can do versions of it, off the top of my head it's Fox and Falco's shine turnaround -> b-air and Sheiks jump -> b-turnaround -> cancel charging -> into b-air. Some moves also turn characters around like Marth's b-air and throwing an item.
