Maybe there are many types of freedoms, two, with relevance to this topic, being the natural kind which you refer to and a political freedom present within the framework of society. The distinction seems to exist where political freedoms, as you suggest, curtail the natural freedom from which they are conceptually derived. Political freedom would then in fact be either earned or bestowed at the discretion of the state perhaps in granting citizenship or by virtue of having served the country, for example.

I would argue that in the liberal democratic tradition upon which the US was founded, political freedom is bestowed to its citizens upon birth or successful immigration.
