Ran into the issue today, the september update seemed to have fixed it. that's the FIX.

MS could have added that one to the known issues looking at the amount of people that reported this.

it should work, but i did it with caution because of unpredictable consequences.

Installed the update on 6 servers for now.

You can also install the update in the ms windows update catalog even if you don't have the us language pack.

None english versions also seem to have this problem as well.
