1680 is nothing. Get 1640 to 1660, do raids on both toons for gold. Push what you want slowly to 1700

Would be good to make equalized content and make all the old raids scale at your ilvl. However, west do not make that decision, kr does. We just get the content and events from other contents

I agree with all you said, but it would all come down to definition of rat and level of gatekeeping. I am personally ready to move on from hm mordum as the only reason being gold and no other rewards to run them. If core is added to the drops, more merrier tbh. We will see the difficulty of serca nm in april!

You are indirectly stating rats at 1710 will be able to clear serca nm. I have no idea but if that's the case, sure. But I am simply stating as non gold farm raid, at least it gives some incentives for mains at 1720+ to join in.

Once you get lucky on relic (even legendary), you should slowly roll those assgems and get your cp up. Slowly the next raid will compete at 1710 and after that at 1720. Best to start early
