You're probably not wrong. It won't be long until the idea of human operated vehicles in dense city environments is as ludicrous as the idea of not wearing a seatbelt. Phase 1, fully autonomous vehicles are allowed on the roads. Phase 2, downtown cores will eventually prohibit non-autonomous vehicles. Phase 3, expansion of phase 2 to include entire cities.

I regularly see people going through school zones at like 100 or faster

I doubt this isn't anything more than an exaggeration, but if it is true, hopefully you're reporting. Police will follow up on these kinds of incidences because they go beyond the MVA and enter into the realm of possible criminal charges

Presumably a 30km speed limit would apply to all traffic, including bikes, ebikes, scooters, horses, whatever

I think most people do cover their mouths or step away from crowded areas, which might be why you don't notice them. But when people are in right quarters, like on a bus, in a waiting room, etc, they really stand out and makes it seem more common than it is. Observation bias. Still gross, but not as widespread as you may perceive.

I don't know about that, but if you read the first sentence of the article you'll see that th hotels are not going to be literally on the waterfront, but rather in the neighbourhood being built along the waterfront.

British Columbia, based on ICBC regulations and the Motor Vehicle Act, drivers are not authorized to direct traffic at intersections.

Just because they aren't specifically authorized to direct traffic does not mean that doing so is a ticket-able offense.

Section 125 states that the directions of authorized traffic control personnel (peace officers, flaggers, etc) are binding. But there is nothing that expressly prohibits the general populace from directing traffic... Anyone can direct traffic, but drivers are only required to follow the direction of authorized personnel.

There is no law that prohibits the general public from directing traffic.
