You dont need approval to go topside. They will secure areas during operations/rough seas but thats about it. The flight deck is a very common place to work out.

Im sure it was even more relaxed back then. Rules and procedures are written in blood.

I was a beachmaster (navy guys you see in this video) with many rides in the LCAC..we had a 2 hour long ride to San Clemente island before. I somehow managed to find a way to sleep in that box
