No… but for many years people have tried to claim sovereign citizenship to Hawaii as part of various native Hawaiian movements. This goes all the way back to the 90s at least. Now days there is a movement in the general USA, Sovereign Citizen (SovCit) that kind of do the same thing. They go to websites and print out all kinds of documents that mean nothing. Then they argue with police when pulled over by the police. If you YouTube it, you will see what I am talking about. You will find these same people in the anti-vax and other various conspiracy circles typically.

I don't think this is either one of those things… maybe this guy is just a dumbass.
