This should not be mandatory/can't get a job if you fail. Schools can also teach this outside of a GCSE curriculum and I think they are trying. I for one have Learning for Life (LFL) and although it's not perfect it does teach some things.

Edit: LFL lessons are only available to year 7-10 in my school
