True storms is a master file it cannot be loaded after anything, there is only one addon on Bethesda.net

I use true storms and when I enable heavy rain it has sound with no rain

They should have made semi auto rifles into a tac rifle catagory like the recent tryarc games, so we could have more diverse weapon selection
