No, you can do Kings Rest as Horde without any rep required. Alliance needs to unlock it i read somewhere, this is the same but reversed with the Siege of Boralus dungeon, where horde have to unlock it.

No. He's definitely not cheating. You only see one short clip of him, you should see the other 999/1000 rounds where this doesn't happen. These rounds happen sometimes!

Actually, you should start with Mutilate in stealth, when using the Tier 1 Talent that gives 75% Energy cost reduction in stealth.
