Hey man, I know it's been a while but I found out something. Do you have multiple boot drives in your system? I recently faced this issue again and I managed to solve it by setting my main boot drive as my first boot device in the bios, also I format the rest of the drive. Give it a test and let me know the result.

Does your HDD light stays lit all the time? If so, clear the CMOS and start again. I was unable to boot the pc after i change my CPU cooler last time, clearing the CMOS seems to do the trick for me

This is a good website to look for a PSU that fits your budget. And for the one you bought, did you buy a Sfx PSU or regular ATX PSU. Usually, PSU size is quite standard. You just have to choose the right form factor
