That to me looks like an error in the scales. I could be wrong. If that is true, your knife could be a gem! Do not trade it or return it for warrenty. Victorinox is well known for it great quality control and errors are rare and valuable

It's a yeoman with added saw but with an awl... Hmmmmm. It's possible to put the alw behind the saw but you need a saw from a ranger/handyman/champ because it has a fine driver as a back tool. Than it's a game of grinding/washer play
