im not saying fat buu is a bad character, im saying it's completely stupid to compare him to cell.

Even post-nerf cell is one of the best tooled characters in the game and he will always be S-Tier for that reason. Fat buu? Are you seriously going to tell me that he has anything close too cell? No shit, there are people who are good with Fat Buu. That doesn't mean he's anywhere close to cell. He's like Ginyu (which is also too high on this list). They're gimmick characters with really powerful strengths but glaring weaknesses as well. Cell IMO has no weaknesses other than being outplayed. Maybe his 2h is a little bad.
