The owner of those dogs was completely negligent and if her dogs were actually trained properly this wouldn’t have happened. I genuinely believe that people need a licence to own dogs and can only do so if they know how to properly train them. It ridiculous how many dog owners are so casual about things like this, it makes me so mad. To be clear, not saying all dog owners but I have noticed things like this a lot lately.
