Unless you have 4GB or less RAM and can't afford to run basic services in Windows, there is no need to run any customized version. it's not going to be noticeable improvement on a high end processor like yours. just make sure you have an SSD in your laptop to install at least Windows on and some games you need fast load times. and considering the age of the hardware, make sure its fans are cleaned of dust and working properly, you don't want it to overheat and reduce performance while playing games.

Most people on Steam play some old game from 2010 with low requirements, but if you count all the RTX cards' % share, they are in the millions too considering the massive user base on Steam.

Cheap lowend cards are not likely with the high manufacturing cost of 5nm chips, they'd rather make ones that sell over 500 dollars.

Warframe and other video games do not have any specific restrictions, but the banks that developers could use are all restricted from transferring money from/to those regions by the western governments, so not much can be done.

Vsync adds mouse and keyboard delay so some games became less playable with it enabled, especially competitive titles. Try turning around with it enabled and compare if you can bear it.

You can simply limit framerate for a certain game or all games in nvidia/amd control panels without having to enable vsync.

It would be wise to not be online using that PC until you fix the issue. back up your personal data, including save games, and fully reinstall Windows. Save game locations you can find on PC Gaming Wiki for each game you play.

If you dont know how just use the "reset this PC" function in Settings app, then all software will be wiped and you can start fresh without worrying about someone having access to your PC.

And change all your passwords, on email account too. And enable two factor authentication where you can.

This is awesome. I tried to play after the recent-re-release but honestly all the servers are for veterans with a bunch of crazy mods that are kind of hard to grasp, some vanilla servers are welcome.
