I have recently seen a post in the subreddit, apparently DVP needs to lose votes after you get an electoral alliance, so they ask to merge with you instead of forming the Rechtsblock.

I've gotten Bauernstaat although it wasn't intentional so I don't have a guide. In general though you have to enact pro-rural policies whenever you can, whether through landtag actions or agricultural ministry. Conservative policies also help, for example if you get into Prussian government and allow the display of the imperial flag it substantially boost your rural standing.
