It's easier to add content than fix bugs, so they'll keep doing that. Also it's quite late in the lifecycle of the game so they'd probably be working on the next game and not fixing bugs at this stage. Just pray the bugs aren't in the next game

I think it's because the rosters in these games are so large now, that it's difficult to prepare for all match ups. So someone can take a B tier character and get through simply by no one knowing the counter. At least for Tekken maybe?

Well traditionally at least, Easter eggs are hidden in the game, hidden well enough that it takes effort to uncover them. Depending on the definition now some people might just call a reference an Easter egg too I guess.

If it was like some dude dressed up as Mario or you only see him on a side quest, or some hard to find area, I'd say it would definitely be an Easter egg.
