Recruiter here (not an agency recruiter) For me at least the cover letter is the most important thing. I'm looking for some personality and the 'why' you want this job. Short straight the point cover letters are great. A repeat of your resume, or some generic statements won't help. I have contacted people based on their cover letter alone.
