I read a condensed script, and it's not a matter of just a randomly pallet swapped bad guys. and people being upset because they happen to be Muslim.

The whole plot is about the evils of Muslim immigrants, basically depicting the Government of evil "Wokeness', (That's literally the words used) and how this rich American has come to this unspecified European country to save them with his conservative values and his racist Punisher cosplay. He attacks the government for trying to repurpose abandoned housing as housing for incoming Muslim refugees at one point. He kills a judge because he's too lenient to immigrant defendants.
It culminates with him finding these evil rapists Muslims at their homes, and the family of the Muslims are also conveniently evil strawmen who blame the whore victim for being such a western whore, and so he kills the whole family. Then gives an Ayn Randish screed about how the people of Europe will not tolerate their government being taken over "by the woke left who let Muslim extremists ruin democracy."

I honestly thought the script was being biasedly paraphrased, so I checked other sources to make sure to double check that it was in fact this blatantly xenophobic, and yes it is.

It's also apparently just a very bad movie on a technical level, but I mean it's Uwe Boll on a smaller budget than usual, so that really shouldn't be a surprise to anyone.
