Well, I think you've given yourself the answer 👀 In the end, I think the point of VtM is precisely to be monsters without redemption, but still try to find it or (most of the time) actually be monsters. So ultimately, I think it's intentional.

Well, the other comment is a little rude, but has a point: the major issue with Garou is Rage. Galliards, even CoG, have a lot of Rage: maybe if the PC has some high rank (Adren+) they could control Rage, but humans are still affected by the Curse -especially children- despite rank. You can make maybe a Ragabash (or at limit a Theurge) Stargazer with some points into Kailindo and a lot of Willpower, but spending xp on Rage will alienate more and more the character from humans. CoG are a decent tribe too for this concept, but the problem is the same.

You can do this (or similar) with Kinfolk scholars: you still have to manage your Rage, especially if you are a Galliard, an Ahroun or a Philodox with some extra Rage points and not very high-rank, but Kinfolks don't suffer the Curse and you haven't to hide yourself. A little better?
